Windows 7 Taskbar on top of program

We have had a couple customer (and I have seen this in my personal life too) call with the Windows taskbar appearing in front of our program and other programs when they are full screen. Not the full screen minus the 50 pixels or so that the taskbar takes up. This is a Windows 7 bug that Microsoft acknowledges but has not fixed. To fix this:

1. Right click on the taskbar.
2. Check auto-hide taskbar.
3. Reboot computer.
4. Right click on the taskbar.
5. Un-check auto-hide taskbar.
6. Reboot computer.
